Joey Ennis has served as the N.C. Department of Information Technology’s chief information officer for the N.C. Department of Administration, N.C. Department of Military and Veteran Affairs and N.C. State Ethics Commission since February 2023. In this role, he leads strategic IT initiatives, drives digital transformation and champions innovation across the agencies.
Ennis joined NCDIT in 2016 as lead for the Department of Administration’s Cloud Solutions team before he was appointed interim CIO in August 2022. Since then, he has overseen the department’s relocation to a new facility, led enterprise-wide process improvement efforts and launched artificial intelligence initiatives to streamline operations.
Throughout his career, Ennis has focused on improving government services through technology. He continues to advocate for modernization across state agencies, particularly simplifying business processes and advancing digital capabilities within North Carolina’s Veterans Affairs Service Centers.
Ennis began his public service career in 1999 at the N.C. Department of Transportation, where he contributed to Y2K readiness and supported the Rail Division. He also helped the N.C. Department of Commerce’s Travel, Tourism and Sports Development Division implement its first fully web-based visitor fulfillment and call tracking system.
In 2004, Ennis joined the Department of Administration, where he held a variety of IT roles supporting the Purchase and Contract Division, Management Information Systems and the State Construction Office. He developed and maintained several mission-critical applications and played a key role in delivering web-based solutions that enhanced operations across all divisions.
Ennis, is a graduate of Johnston Community College with certifications from NC State University, consistently leverages his education and training to advance technology solutions across state government.
