Julie Song

General Counsel

Julie Song advises the N.C. Department of Information Technology Secretary and State Chief Information Officer and oversees legal support across the agency’s key initiatives.

Prior to joining NCDIT in July 2026, Song was senior vice president, deputy general counsel and chief compliance officer of a Fortune 500 specialty retailer. There, she introduced the company’s first corporate compliance program and supported strategic growth and transformation initiatives. She advised leadership on cybersecurity escalation and incident response protocols, frameworks for corporate policy and AI governance, internal investigations standards, and contract negotiation.

Song also served as global chief compliance officer of a Fortune 500 contract research organization, where she revamped and scaled the ethics and compliance program following a merger of equals involving business operations in more than 100 countries. Earlier, as vice president in the company’s global legal department, she led the regulatory compliance, data privacy, government investigations, and employment law teams; directed complex regulatory and internal investigations; and co-led development of the company’s corporate policy management framework.

Previously, Song practiced law at an international firm based in Washington, D.C., and worked as a program examiner at the U.S. Office of Management and Budget.

She holds a Bachelor of Arts from the University of Pennsylvania, Master in Public Policy from the Harvard Kennedy School, and Juris Doctorate from the University of North Carolina at Chapel Hill School of Law.
