Shannon Casucci, Chief Procurement Transformation Officer

Shannon Casucci is a senior government IT leader with more than 15 years of experience in government technology leadership, IT procurement, budget strategy, and operational transformation.

As chief procurement transformation officer, she leads NCDIT’s statewide IT procurement strategy, working with agency partners, vendors, and internal teams to strengthen acquisition processes, improve transparency, enhance customer service, and bring more value to North Carolina taxpayers.

Before joining the N.C. Department of Information Technology in June 2026, Casucci served as acting deputy associate chief information officer and IT director at the U.S. General Services Administration. Her leadership delivered approximately $32 million in annual savings through portfolio optimization and vendor rationalization, while strengthening governance and acquisition practices across a diverse IT portfolio.

Throughout her career, Casucci has focused on improving how government organizations plan, fund, and deliver technology, bringing deep experience in federal acquisition strategy and enterprise IT governance. She is skilled at building consensus across competing priorities and translating business needs into practical technology and process improvements.

Her approach to leading through large-scale change is human-centered, focused on building trust and creating environments where teams can take ownership and perform at their highest potential.

Casucci holds a Master of Arts in public policy from George Mason University and Bachelor of Arts in government, speech, and theater from St. Lawrence University.
