Gregory Flynn

Senior Director of Operations

As senior director of operations for the N.C. Department of Information Technology, Gregory Flynn oversees the delivery of IT services to more than 375 state agencies, local governments and educational institutions across the state.

With more than 30 years of experience in IT executive leadership, Flynn has a track record of transforming enterprise technology and building high-performing teams to drive growth. He is recognized for his ability to align business and IT strategies, revitalize technology teams and implement scalable solutions that support sustainable organizational success.

Before joining NCDIT in January 2026, Flynn spent more than 24 years at RTI International, where he held multiple leadership roles, most recently serving as vice president of Infrastructure Operations and Cloud. In that role, he led enterprise technology modernization and cloud adoption strategies to enhance operational efficiency and agility.

Prior to RTI International, Flynn worked in the manufacturing and financial services industries, leading and architecting technology transformations aligned to support business growth and efficiency.

He holds a Bachelor of Science in computer science from the University of Massachusetts Lowell.
