Carol Feehan Malony

Chief Information Officer, Office of State Budget and Management

Carol Feehan Malony has served as the N.C. Department of Information Technology’s chief information officer for the N.C Office of State Budget and Management since May 2025.

An experienced IT professional in the government administration industry, Malony brings expertise in application development, project management, business process, data and requirements analysis and enterprise architecture.

After nearly 24 years in private-sector IT, Malony first joined public service with the North Carolina Rate Bureau in 2013. She has since served as an IT business analyst with the N.C. Wildlife Resources Commission, NCDIT and OSBM.

She is a graduate of North Carolina State University.
