Chastan Swain
Director of Strategic Partnerships and Programs
Chastan Swain serves as director of Strategic Partnerships and Programs at the N.C. Department of Information Technology.
Swain leads enterprise-wide functions that bridge technology services with customer success across the state of North Carolina. In this role, he ensures NCDIT’s strategic goals align with agency partners’ needs by providing tailored program management and service support.
Swain brings a decade of experience in public service, policy and program development. Prior to joining NCDIT in October 2025, he served as executive director of NC Hometown Strong, a statewide initiative focused on supporting rural communities through strategic partnerships and infrastructure investment.
He has also held roles as a program analyst at the N.C. Department of Natural and Cultural Resources, legal analyst at the N.C. Carolina Department of Health and Human Services and program associate at Blue Ridge Conservancy – an organization that advances conservation and community development efforts in western North Carolina.
Swain holds a Juris Doctor from the University of North Carolina at Chapel Hill School of Law and a Bachelor of Fine Arts from Appalachian State University. He serves as a board member for The Industrial Commons, which focuses on economic empowerment, and previously was a board member for the Ellerbe Creek Watershed Association and the City of Durham’s Environmental Affairs Board.
