Jonathan Shaw
General Counsel & Chief Operating Officer
Jonathan Shaw serves as general counsel and chief operating officer for the N.C. Department of Information Technology, where he advises, manages and oversees all aspects of the department’s legal affairs and administrative functions, including human resources, legislative affairs, internal audit, procurement, budget and finance, communications and facilities.
He joined the department as general counsel in 2019 and assumed the role of chief operating officer in May 2024.
Prior to joining the department, Shaw practiced law at the N.C. Department of Justice for more than a decade. He was special deputy attorney general for NCDIT and was responsible for drafting and negotiating IT procurement contracts as well as serving as counsel for matters related to human resources.
He also spent six years at the Department of Justice as an assistant attorney general, serving as counsel for the N.C. Department of Health and Human Services on litigation matters involving employee relations law. He also represented the Divisions of Health Service Regulation and State-Operated Healthcare Facilities.
Shaw graduated from the University of North Carolina at Chapel Hill, where he earned a Bachelor of Arts degree in political science and a minor in history. He received a Juris Doctor from North Carolina Central University.
