PayIt Digital Payment Platform

PayIt is a digital payment platform used to deliver government services with a focus on ease of use, mobility and a simplified “consumer-friendly” process.

The solution can aid residents of North Carolina to build a digital wallet, which will simplify and unify the delivery of key government services.

Current Usage

PayIt was first deployed in the state of North Carolina by the N.C. Department of Transportation as a part of the MyNCDMV driver services application. MyNCDMV is a key part of the state’s vision for a modern, secure digital wallet to store services and information.

Charges

The PayIt solution includes three fee/pricing options:

  • Option 1 involves payment for services mutually agreed upon by the agency and PayIt in a statement of work.
  • Option 2 involves PayIt configuring, launching and managing services at no charge to the agency. Payments for services are captured through fees mutually agreed upon in the statement of work.
  • Option 3 involves the agency electing to pay a portion of fees and PayIt collecting the other portion through transaction fees.

State Agencies

To engage with PayIt, state agencies should contact Glenn Poplawski, state solutions director, at glenn.poplawski@nc.gov.

The N.C. Office of the State Controller and the N.C. Department of Information Technology have partnered together to agree upon a blanket exemption for any state agency wanting to use the PayIt vendor. A formal exemption request from the state contract is not required for agencies who choose to use the NCDIT contract established with PayIt.   

Agencies, however, are required to send an email or memo to both the state controller (Alisha Moore at Alisha.Moore@osc.nc.gov) and NCDIT (Glenn Poplawski at glenn.poplawski@nc.gov) once they have engaged PayIt for services. The notification should include the agency’s name and division and a brief description of the business use case for PayIt.

A statement of work is required to engage with PayIt. PayIt will submit the statement of work to NCDIT for review and approval.

Local & County Governments

Local and county governments may contact PayIt directly. A statement of work is required to engage with PayIt.

The statement of work does not require review by NCDIT, but PayIt will notify NCDIT of the effort for awareness.

Educational Institutions

Educational institutions may contact PayIt directly. A statement of work is required to engage with PayIt.
