IT Procurement Rules North Carolina Administrative Code Title 9 of the NC Administrative Code (NCAC) contains the Information Technology Procurement Rules. The rules are mandatory for use by Executive state agencies and recommended for use by other government entities when procuring IT goods and services. The IT Procurement Rules addressed in 09 NCAC 06A and 06B were amended effective September 1, 2013. The documents below reflect those changes.
