2023-2024 Service Rates

As required by state law, the N.C. Department of Information Technology annually update fees and rates to reflect industry standards for any goods or services charged to state agencies and local governments.  All rates must be submitted to and approved by the N.C. Office of State Budget & Management.

The service rates for FY 2023-2024, which are listed below, are the costs all customers pay for using services that NCDIT provides. Please note that in addition to service rates, all customers also pay a subscription.

Appropriations

Appropriations by the N.C. General Assembly for IT rates can be found in the Conference Budget. Search for “IT Rates” or “Information Technology Rates.” While NCDIT’s Impact Analysis did inform recommendations for IT rates in the Governor’s FY 2023-2025 Recommended Budget, the General Assembly made the final decision of what was appropriated in the Conference Budget.

Customer Expectations

NCDIT is committed to transparency and better communication to customers about their bills. Customers, however, should review their billing monthly and provide feedback on billing issues in a timely manner.

As NCDIT’s primary way of providing formal communication is to an agency’s billing contacted, as listed in the NCDIT Customer Care Portal (also referred to as the NetPlus billing system), these billing contacts should also make every effort to share communication to their agency’s decisionmakers, as appropriate.

What Has Changed for FY 2023-2024?

Service Rate Changes

With approval of FY 2023-2024 budget and service rates in November 2023, customers  began seeing new rates, beginning with December invoices. This is in addition to one-time line-item rate adjustments for July 2023 to October 2023 data (August to November billing). 

Subscription Charge for Local Government

Beginning with Dec. 15, 2023, invoices, all local government and school system customers now pay a subscription, in addition to the service rate, to ensure NCDIT recovers its cost, as required by law,  

FY 2023-2024 is the first year that NCDIT is charging local government customers the subscription rate. Historically, local governments only paid service rates while state agencies, universities and community colleges paid both subscription and service rates.

To meet the legislative requirement for NCDIT to recover costs while having the flexibility to provide the best service to meet customers’ evolving needs, we shifted some of our cost recovery (including personnel costs) from the service rate to the subscription. This change was approved by the N.C. Office of State Budget and Management.

Once the FY 2023-2024 state budget was certified, NCDIT began billing local government for the subscription in seven monthly installments as part of the December 2023 through the June 2024 invoice cycles.
