What Is NCID?
Employees and contractors of state and local governments use NCID to access online resources and services provided by the state of North Carolina that they need to do their job.
- State government employees work for a North Carolina state agency, including universities in the University of North Carolina system.
- Local government employees work for a North Carolina County, municipality, community colleges, public school systems or other local government organizations.
What Is a Delegated NCID Administrator?
Delegated NCID administrators are state and local government employees who manage the NCID accounts for users in their agencies. Delegated administrators set up accounts for new employees in their organizations and close or transfer accounts when employees leave.
State and local government employees and contractors can contact their delegated NCID administrators for help with resetting passwords, unlocking accounts or accessing certain services or tools.

NCID Account Basics
State and local government agencies do not allow for self-service registration. Please contact your agency’s delegated NCID administrator to set up your account.
Your government NCID account will be removed automatically if you do not log in and set your responses to challenge questions within 14 days after your agency’s delegated NCID administrator creates it.
You can easily recover or reset your password online following these instructions for government employees.
All locked NCID accounts automatically unlock after 2 hours. To unlock your account sooner, you can also visit the NCID Portal for self-service options to unlock your account. Get instructions for unlocking your government NCID account.
NCID Passwords
NCID passwords cannot be used more than once. Passwords must:
- Be case sensitive (note which characters you capitalize)
- Be between 14 and 64 characters
- Not include your first name, last name or username
- Not include a common word or commonly used sequence of characters such as “password,” “ABC,” “AAA,” or “123.”
- Have at least four types of the following characters:
- Uppercase letters (A-Z)
- Lowercase letters (a-z)
- Numbers (0-9)
- Symbols (!, #, $, etc.)
Service desk administrators can unlock your NCID account, but only you can change your password.
- For assistance unlocking your account, contact the NCDIT Service Desk at 919-754-6000 or 800-722-3946.
- If you need to reset your password, contact your agency’s delegated NCID administrator.
- If you are an employee or contractor working for NCDIT employee or contractor, the NCDIT Service Desk can reset your NCID password.
Federal regulations require all users to use their new password for at least 3 days before changing it online. If you need to reset your password within the 3-day period, you should contact your agency’s delegated NCID administrator.
State and local government employees' passwords expire after 90 days. This includes employees on medical leave.
If you are a government employee, you can check your password expiration date on your profile:
- After logging into your NCID account, select the Request Access tile under the Applications tab.
- Select the Update My Account tile.
- Navigate to the Account Info section on the page to find out the date and time your password expires.
As a convenience, you will receive an email reminder 10 days before your password expires.
You will get an email reminder 10 days before your password expires. Check your junk mail folder if you do not see it.
State and local government employees receive temporary passwords from their delegated NCID administrators when administrators create accounts or reset passwords.
If you receive a temporary password, you must log in to the NCID Portal and change it before using any other application.
It takes approximately 5 minutes.
Troubleshooting NCID
Check by logging in to the NCID Portal. If you can log in and access your Applications page, your NCID account is functioning properly.

If you still cannot access your application with your government NCID account, contact your application administrator or the NCDIT Service Desk at 919-754-6000 or 1-800-722-3946. Let them know you are having problems accessing the application but can log in to the NCID Portal.
