North Carolina IT Roadmap

The last 5 to 10 years have seen exponential growth in the integration of the internet in daily life. Internet connectivity is no longer a luxury – it is a necessity for full participation in American life.

Public Expectations in the Digital Age

We have come to rely on the internet for all manner of things, from small conveniences like asking Alexa, Siri, or Google to check the weather to major things like remote medical appointments. The digital experience is no longer limited to social media or online purchases – today, virtually every experience is a digital experience. The myriad devices connected to the internet – from phones to TVs, refrigerators to doorbells and everything in between – have fostered a cultural shift towards 24/7 connection. The trend is only going to continue. 

As we shift toward life online, North Carolinians expect to engage with government in the same ways they engage with the rest of the world – in real-time, where they are, and on multiple platforms. They want transparent government with services that are easy to access, and confidence that their data is being used responsibly and managed safely. 

Meeting those expectations means we need to think about more than technology. We need to focus on people – not only our customers and constituents, but our workforce. We need to focus on our values and our culture, and we need to focus on our approach to earning trust, collaborating, and building reliable government services.

We will:

  • Put end-users first. People shouldn't need to understand state organization charts to find the service they are seeking.
  • Be digital by default. Our services need to be digital if possible.
  • Be data-driven. We will leverage data to drive decision making and prioritization, and we will embrace open data.
  • Embrace collaboration. Strong cross-agency collaboration is required for delivering most digital experiences for North Carolinians.
  • Support universal access. Digital content should be able to be utilized by all people, regardless of ability.
  • Prioritize security and privacy in our decision-making and in the delivery of services and resources.

This digital transformation is already taking place across state government, and the state has made great strides toward meeting these expectations.

Technology is making government more responsive, efficient, and effective, not only in how we interact with North Carolinians, but in policy decision-making and services that do not always interface directly with the public. We are taking new approaches to solving business problems through technology – automating workflows, streamlining many of our internal processes, collaborating across lines of business, and managing and understanding our data more effectively. These new methods require new skillsets and a different mindset than we have traditionally had in government. 

Below are just a few examples of recent initiatives that have used innovative approaches or disruptive technologies to solve business problems. We will build on the successes of these initiatives and work to identify others that will further enhance our transformation into a truly digital government.

Advancing North Carolina with a Digital-age Government

Information technology supports the agencies that provide services for our constituents. We will align our IT strategies with the agencies' missions to support the services they provide to the best of our ability. Below are some critical business areas that IT supports, and some of the many ways in which IT will enhance service delivery in the coming years.

These advances will significantly improve quality of life, but only if residents have access to the internet. If we do not address broadband access in the state, we run the risk of leaving underserved communities behind. The Broadband Infrastructure Office and the Governor’s Hometown Strong initiative are working to ensure that all North Carolinians have the access they need to be successful in a digital society.

While broadband is essential, it is not the only technology required to make this transformation possible. We are working hard to ensure that we have the technical foundation we need to support government in the digital age.
