In 2015, the NC General Assembly passed legislation requiring the Department of Information Technology to manage most of the “enterprise information technology functions” in the executive branch. Unless otherwise exempt in legislation, most IT professionals currently working in state government agencies will work in service of their original agencies as employees of DIT.

DIT's Optimization effort follows a nationwide IT consolidation trend, working toward a more cohesive approach to the State’s IT challenges by providing consistent, effective and high-quality IT services to North Carolina agencies. Several other states, including Ohio, Oklahoma, New York, Michigan, Louisiana, West Virginia and Texas, have completed or are currently engaged in IT consolidation initiatives.

Optimizing the State’s IT resources and improving IT procurement and services will allow for continued growth of DIT as an agency, making it the most efficient and productive resource of information technology for North Carolina and its citizens. 

State CIO Eric Boyette and his leadership team are happy to welcome you to DIT, the newest state government department in North Carolina. We are excited to work with you as we discover new and better ways to serve the Department of Natural and Cultural Resources and the entire state. We understand you are likely to have questions and concerns as you move from DNCR to DIT and that is why our goal is transparency and open communication throughout this process.  Please know that we are committed to making your transition as easy as possible as we collaborate on this effort.

The General Assembly passed legislation in 2015 requiring most cabinet-level information technology functions to merge with the Department of Information Technology to centralize and optimize state IT resources. In the past, this effort was called “transition” or “consolidation.” The goal at DIT is not just to move people from agency to agency, but instead to improve IT services, or optimize them, for our state. Several smaller agencies moved over to DIT as part of the optimization effort between 2015 and 2016, and in June 2018 the Department of Transportation joined the agency as well. The Department of Public Safety was the second of the larger agencies to make the transition in February of this year. The Department of Natural and Cultural Resources is the next agency to make the move to DIT.

Leadership from both DNCR and DIT are working closely to determine the effective date of the transfer. More information will be forthcoming.

How does this affect me directly?

How does this affect me directly?

You will notice few if any differences as you join DIT. Your salary and pay schedule will remain the same, your supervisor will remain the same, and your work place and work schedule will remain the same.

Will my benefits change?

Your core state benefits (BCBS State Health Plan and NC Flex) in which you chose to enroll for the 2019 benefit year will remain the same. For more information on what these core state benefits consist of, please log into the State Health Plan website.

Although your benefits will remain the same, you will receive a new Blue Cross/Blue Shield insurance card that will reflect a new Group ID number. Your previous insurance card will continue to work as normal in the meantime.

Those employees who are currently enrolled in DNCR agency-specific benefit options will have the option to continue these benefits by working with the vendor directly. Payment for coverage will change. Insurance payments for supplemental benefits specific to DNCR will no longer be deducted from payroll; however, you will have the option to have payments ACH bank drafted. To continue coverage for DNCR agency-specific benefits, please contact your vendor directly for assistance and action.

As a new Department of Information Technology employee, you will join North Carolina's newest department along with hundreds of fellow IT professionals across state government. DIT is introducing you to a large and growing community of practice and will offer you and your colleagues multiple opportunities for training and advancement in working for North Carolina.

No, you will not have to reapply for your job.

Will my work station or location change?

Will my work station or location change?

No, you will remain at your current location.

No, your job duties and salary will remain the same.

Will my supervisor change?

Your supervisor will remain the same. Your supervisor will continue to approve your time and travel-related expenses the same way in which they are done today. System changes are underway to make this seamless.

You will receive a new "nc.gov" email; however, the email address that you currently use for DNCR will remain your primary account. The two addresses will work in tandem; email sent to either account will reach you on Outlook or your preferred email application.

No, your parking assignment will not be affected.

What about my work badge?

You will continue to use your DNCR badge(s) but will also receive a DIT badge as well. Further, DIT and DNCR managers have ensured that you will continue to have the same access to all facilities required to complete your work. You will also have access to DIT headquarters and other DIT facilities as determined by your work duties. Please consult with your supervisor if you have specific questions about site access.

Will I lose my overtime compensation (comp time)?

No. Your comp time will transfer to DIT. No employee action is required. You may also continue to earn comp time as discussed and approved by your supervisor.

DIT Human Resources is currently working on policies for compensation for on-call duties.

I am in a position classified as protected under SPA guidelines. Will the move affect my status?

No, all positions classified as SPA prior to the transition will remain as such after the move to DIT.

Several smaller agencies moved to DIT as part of the optimization effort between 2015 and 2016. The Department of Transportation was the first of the state’s larger departments to transfer IT professionals to DIT in June 2018, followed by the Department of Public Safety in February 2019. The Department of Natural and Cultural Resources is the next agency to make the transition to DIT.
