Meet the Privacy Office Staff
Martha Wewer
Martha Wewer is the state's chief privacy officer and oversees the Office of Privacy and Data Protection, which manages the state’s privacy program, ensures transparency in the use of data and provides guidance and support to state agencies seeking to accomplish the important task of protecting the privacy of residents. Previously, Wewer served as the global privacy officer and senior counsel at RTI International for 10 years and prior to that role, as the privacy officer at the State Health Plan for North Carolina for five years.
She is a Certified Information Privacy Professional (CIPP) and holds a law degree from the University of San Diego, School of Law and a bachelor’s degree in political science from the University of California, San Diego.
Deborah Olagunju
Deborah Olagunju is the privacy legal advisor and analyst and supports enterprise risk management through data privacy, governance and compliance initiatives. Her work focuses on strengthening privacy practices and mitigating risk across the state of North Carolina.
She currently holds a Juris Doctor from North Carolina Central University School of Law, where she graduated with honors. Additionally, she holds a Certified Information Privacy Professional certification for the United States and the European Union.
Andrew Albright
Andrew Albright is a privacy analyst who works with specialty IT teams to confirm that privacy-by-design principles are integrated with North Carolina data protection and privacy practices. He also plays an important role in ensuring that NCDIT policies provide benchmark guidance to state agencies and are aligned with nationally accepted privacy and security controls.
Albright is equipped with specialized HIPAA experience that enhances his knowledge and skills within the legally complex area of handling Protected Health Information (PHI). He is a Certified Information Privacy Manager (CIPM), Certified HIPAA Privacy Security Expert (CHPSE), FEMA Continuity Practitioner. He holds a master’s degree from John Jay College of Criminal Justice.
Camille St. Omer
Camille St. Omer supports statewide privacy, data protection as well as artificial intelligence governance across North Carolina government. She specializes in operationalizing regulatory and risk management frameworks into decision-making processes agencies use to deploy technology safely and defensibly. Her work focuses on enterprise risk, including incident response preparedness, breach notification strategy, and implementation of nationally recognized control frameworks. St. Omer develops assessment methodologies and governance workflows that enable leadership to evaluate technology risk, document due diligence and support audit and regulatory review. Her work bridges legal, technical, and operational stakeholders to translate complex requirements into implementable controls.
Prior to joining NCDIT, St. Omer served as a federal privacy analyst and artificial intelligence subject matter expert at the U.S. Department of Justice and the U.S. Department of Housing and Urban Development as a Presidential Management Fellow. Her background also includes machine learning engineering and data science supporting secure system design and analytics.
She holds a Master of Science in Unmanned Systems from Embry-Riddle Aeronautical University and a Bachelor of Science in Business Administration and Information Technology from Colorado Technical University. She is a Certified Information Privacy Manager (CIPM) and is pursuing a Ph.D. in Uncrewed Systems Applications.
