With 33 years of service in North Carolina state government, Jennie Elias is a highly respected IT strategic sourcing specialist known for her expertise in vendor relations, budgeting, and statewide IT contract management. She oversees major and non‑major IT projects, manages several state term contracts, and serves as a trusted partner to agencies seeking strategic, compliant and high‑value technology procurements.
Elias began her career in 1993 at the N.C. Department of Transportation, supporting safety programs and assisting with OSHA compliance and IT staffing needs. She joined NCDIT in 2000, managing mainframe software and hardware contracts, departmental budgets, and supplier relationships. Her experience laid the groundwork for her leadership in statewide IT procurement.
