Long Distance Telephone

Service Description

We offer Long Distance Telephone service to state and local government entities in North Carolina. Our Telecommunications Services (TS) division designs and manages Long Distance services and coordinates service installations with the contracted provider. Long distance service provides both incoming and outgoing call traffic over dedicated or existing Public Switched Telephone Network (PSTN) facilities.

State agencies and other institutions that use our local service contracts are automatically provisioned with contracted long distance service when local telephone service is provisioned or changed. Local governments and educational institutions that have their own local service arrangements may also choose to use our long distance.

Two types of service are available:

  • Dedicated access (T-1, DS1, PRI) — Dedicated long distance service is provided to a given site using single purpose access circuits to deliver toll call traffic only. It is available to any customer whose total long distance calling volume is sufficient to cost justify the provisioning and monthly cost of the access circuits. The telephone equipment at the site(s) must be capable of supporting dedicated circuits.

    • Note: This capability is provided as a standard option on Enterprise - Managed PBX Telephony installations.
  • Switched access — Switched access toll service is provided via the PSTN over customers' existing lines in a shared arrangement. It is available to any customer whose total long distance call volume is low and can be supported over existing PSTN telephone lines. Switched access is also used as a backup for dedicated access in case of circuit failure or as overflow during high utilization periods.

Selection of the dedicated or switched option depends on the average monthly long distance call volume at the service location.

The current contract for state long distance services includes:

  • Intrastate calling (within North Carolina, switched and dedicated)
  • Interstate calling (outside North Carolina, switched and dedicated)
  • International calling (011, switched)
  • See International Calling Security section below

Authorization codes — Customers using switched access may request the use of authorization codes for an additional level of accountability/security. Authorization codes must be 8 digits in length and are assigned by DIT. When using authorization codes, callers placing billable long distance calls will be required to enter a valid authorization code in order for the call to be completed.

International Calling Security

Each agency has the ultimate responsibility for ensuring their Service is secure from unlawful and unauthorized access or abuse. Unless otherwise specifically authorized, international calling is blocked by the vendor. To allow international calling, send a completed TO-5 form with international Long Distance checked.

Service Information

Long Distance Telephone is a pass through service made available to our customers by way of negotiated contracts with commercial service providers. The governing contracts for these types of services are negotiated to provide rates and terms favorable to the State. For this service, customers will interact directly with the vendor for the provisioning of the service and its ongoing support, meaning that we will not be able to commit to Service Level Agreements, such as provisioning or resolution times. Customers would also interact directly with the vendor to ensure the accuracy of user account data.

In addition to the direct vendor cost, we charge an administrative fee for contract management and billing services. Please consult the “How Do We Charge” section for more information regarding the service model.

Next Steps

Long distance service is automatically provisioned for customers that subscribe to our local services. We allow entities to use our long distance service although they may obtain their local service directly from a service provider. In this case:

  1. Submit a TO5 Request, providing

    • A complete list of telephone numbers they wish to have equipped with long distance through our contract
    • The Department code assigned for each number
    • The current contract is with AT&T Communications and requires that all lines be "PIC'd" to AT&T for both 'intralata' and 'interlata' calling. If the lines are not already provisioned with AT&T long distance, the customer should indicate they wish us to have AT&T submit the change.
  2. Request Fulfillment will send the information to the long distance service provider. This process takes about 2 weeks to complete.
