Welcome to Structured Cabling Services. Our goal is to fulfill your cabling infrastructure needs seamlessly with attention to detail. A variety of products and services have been designed and installed for our customers generating over $10 Million in Revenue over the past four fiscal years. Structured Cabling Services staff has managed over 65 different Category B customer projects during this same period of time.

  • Consultation with you to establish specific business requirements, site environmental needs, and installation schedules
  • Development of a detailed set of requirements for your specific cabling project and submission of specifications to pre-qualified cabling vendors for competitive bidding
  • Management of your implementation, including project planning, construction coordination, and quality assurance along with receipt and evaluation of as-built deliverables

For small projects we offer:

  • A wide variety of convenient unit prices, ranging from patch cables and cabling runs, to equipment racks

Meet the Team

Richard Royall, RCDD

Richard Royall began his cabling installation and design career with a major southeastern USA service provider in 1968. He returned to school and earned a degree in Electronic Engineering Technology in 1970. Richard worked in private industry electronics manufacturing and production from 1970 to 1990. Richard joined the State of NC as supervisor of the Electronics / Telecommunications Department of the DHHS Dorothea Dix Hospital Physical Plant in 1990. Richard joined the Telecommunications Services Department of State Information Processing Service in 1995. The agency later became known as the Office of Information Technology Services. Richard became the Team Lead for OITS Structured Cabling Services in 1997. He maintains that position today managing OITS Structured Cabling Services Contract 962-18A and associated vendors. Because of his many years of experience working within state government, he always looks for the best way to provide high-quality cabling solutions in the most economical manner for his customers.
Richard holds the following professional designations and certifications:

  • Registered Communications Distribution Designer (RCDD)
  • Certificate in IT Service Management (ITIL) and ITIL Version 3 Foundation certification 


Norberto Vencovsky, RCDD, OSP, WD

Since joining the Office of Information Technology Services in 1999, Norberto has worked for the Structured Cabling Services team. He has 15 years of experience in the telecommunications industry, designing and managing cabling infrastructure projects. His focus is design quality and customer satisfaction.
Norberto holds the following licenses and certifications:

  • Special Fire Alarm Low Voltage License with the North Carolina Board of Examiners of Electrical Contractors
  • Registered Communications Distribution Designer (RCDD)
  • CISCO Networking Technology certificate
  • Certificate in IT Service Management (ITIL) and ITIL Version 3 certification
  • RCDD Outside Plant Specialist (OSP) designation
  • RCDD Wireless Design Specialist (WD) designation


Eric Wamback, RCDD

In 1997 Eric shoveled his way from snowy Buffalo, NY, to the sunny skies of North Carolina. He joined the Office of Information Technology Services in May 2008, and has been a part of the Structured Cabling Services team since his arrival. Prior to his involvement at OITS, he gained 8 years of experience with an enterprise service provider for the telecommunications industry, starting as a networking technician and progressing to the role of Operations Manager for Eastern North Carolina. This breadth of experience has given him the opportunity to develop and enjoy effective skill sets in communication, project management, cabling infrastructure design, and leadership. Through involvement in a variety of projects large and small, Eric brings a can-do attitude and strong customer commitment to the Structured Cabling Services team.
Eric holds the following professional designations and certifications:

  • Certificate in IT Service Management, ITIL Version 3 certification
