Patti Bowers

Chief Procurement Officer

Patti Bowers joined the N.C. Department of Information Technology as chief procurement officer in March 2018. She leads the Statewide IT Procurement Office, which handles all IT procurement for state agencies and administers more than 30 statewide contracts for IT goods and services.

Bowers began her career in state procurement more than 20 years ago as a purchasing agent with the University of North Carolina at Chapel Hill. More recently, she led the Procurement Transformation Initiative at the N.C. Department of Administration, as well as procurement at NCDIT’s predecessor, Information Technology Services, from 2000 to 2010.

Her previous positions include director of procurement, contracts and grants with the N.C. Department of Health and Human Services, where she oversaw significant projects including Medicaid transformation and restructuring of procurement for state-operated healthcare facilities. Bowers was also state purchasing officer and director of the N.C. Division of Purchase & Contract, where she saved more than $30 million from strategic sourcing initiatives over two years. She was also purchasing director for the N.C. Department of Transportation.

Bowers also worked in the private-sector scientific and laboratory industry in customer service and sales. She earned a bachelor's in business administration from East Carolina University.
